Ducrot, allow for building outside of srcdir (Mike Castle), and a kHz/MHz/GHz
conversion cleanup by Harald Mild.

0.1: some cleanups as well as manpages by Mattia Dongili

0.1-pre3: allows for C++ linking. i18n for French, and a speedstep-smi
and powernow-k8 debug tool by Bruno Ducrot.

0.1-pre2: i18n and a portable NR_CPUS detection by Mattia Dongili

0.1-pre1: much work by Mattia Dongili lead to the "autotoolization" of 
cpufrequtils. Also added some debug programs and kernel modules; these
aren't built automagically yet.

0.1-pre0: first test release, will not build library yet, but only cpufreq-info
and cpufreq-set programs, and cannot install them
